Meet the Board Members 

 

 

 

 

 

Virginia Rorrer (President)

 

 

 

Virginia Rorrer began her parking career with The University of Virginia Department of Parking and Transportation in 1978 as registration clerk. Virginia joined the board in November 2005 and has been an association member for five years. She worked for several years as a supervisor of permit and event operations before being named Assistant Director of Facilities Operations in 1994. Virginia is also a member of The International Parking Institute and successfully completed the requirements for Certified Administrator of Public Parking in 2002. Among all of her talents and her contributions the board, she has made two presentation at IPI national conferences and has four publications in the Parking Professional Magazine. Her leadership experience and vision for the future of the organization has made her an excellent fit for the Association. She became President of the Association in April of 2008.

 

 

 

 

David High (Vice President)

 

 

 

David High has been a member of the association since February 2000. He graduated from Pennsylvania State University in 1987 where he was uniquely qualified for the 1988 Olympic Trials a member of the swim team. He joined the parking industry in 1992 as a Garage Manager in the Washington D.C. area, staying there until 1995. He then became involved in the sale and installation of parking equipment. He is currently employed with Smart Parcs. David served on the Board of Directors for the Middle Atlantic Parking Association before becoming a board member with The Parking Association of The Virginias. David has been very instrumental in chairing committees and seeing that a lot of workshop projects are planned and carried out.

 

 

 

 

 

Curtis Lynch (Treasurer)

 

 

 

Curtis Lynch joined the association in September 1992. He served as a director for approximately two years when he became the Treasurer. After serving as Treasurer for 10 years, he became President in 2004. Curtis spent 13 years at Virginia Tech where he dealt with parking and traffic experiences as a Virginia Tech Police Officer, Virginia Tech Parking Services Manager and the first Virginia Tech Transportation Planner. Curtis is also a Virginia Tech Graduate and is the Director of Facilities for Carilion Bedford Memorial Hospital. He successfully completed the requirements for Certified Administrator of Public Parking in 2005. He decided to step down as President in April of 2008 to serve as Treasurer again.

 

 

 

 

James Enoch (Secretary)

 

 

James Enoch came to the Association in April of 1999. His prior service related to parking and transportation was with West Virginia University where he was employed with Motor Pool in 1968. In January of 1969, he transferred to University Parking Services as an Enforcement Officer. In July of that year, he became a University Police Officer and held numerous positions in the Universities Public Safety Office until April of 1997. At that time, his career took another turn when he was appointed The Assistant Director for Public Safety and Transportation with the assigned responsibility of parking and traffic management. This later included the University Motor Pool and Bus Service. James enjoys racquetball and has won five West Virginia State Championships. Besides keeping excellent records for the organization, he brings a full voice from West Virginia to our Association.

 

 

 

 

Thomas E. Flynn (Director)   

 

 

 

 

Thomas Flynn began serving the association June of 1997 as a Director. His career in the field of parking started with his decision to attend Duke University and received a Bachelor of Science Civil Engineering degree. He then attended North Carolina State University where he received his masters in Transportation. He immediately began to work for Wilbur Smith Associates in their Manhattan office. This was the beginning of a 30year career in transportation. He decided to relocate to Virginia and has been based in Richmond ever since. His experience in transportation has made him a very important part of the Board because parking is such and integral part of transportation.

 

 

 

Richard McCoy (Director)

 

 

Richard McCoy became a member of the association in October of 2004. Richard was employed for many years as manager of the Virginia Tech Print Shop. In 1997 he became employed as the Virginia Tech Parking Services Assistant manager. Richard held that position until August 1999 when he was promoted to his current position as Virginia Tech Parking Services Manager. At Virginia Tech, Richard has been responsible for many new parking and transportation improvements. Some of those improvements are in the area of Alternative Transportation, bicycle parking, special events parking, upgrading the technical areas of the department and improving customer service. His goal has been to continue providing safe and convenient parking at Virginia Tech. He serves the organization as an excellent treasurer and often provides solutions to problems, thus becoming an invaluable addition to the board.

 

 

 

 

Frank Kollmansperger (Director)

 

 

 

Frank Kollmansperger has been a member of the association since 2004 and has just this year become a Director.  Frank is originally from the Tidewater area and a graduate of the Virginia Military Institute. Following three years in the US Army, Frank earned an MBA from the Darden School of Business at the University of Virginia. He then joined Trader Publishing Company, where he served in various management roles for ten years. In 2003 Frank purchased Entry Guard Systems and moved with his family to Richmond.

Rob Maroney (Director)

 

 

 

 

 

Robert Maroney joined our board in February 2006. He is the current Director for the City of Norfolk Parking Division. Rob has been responsible for implementing an entirely unique way-finding program for the city. As our newest board member, we believe that Rob will bring a tremendous amount of support to our board based on his experience in dealing with the everyday parking and transportation challenges that radiate from such a diverse city as Norfolk.

 

 

 

 

 

 

Richard McGhee (Director)

 

 

 

 

 

Richard McGhee came to the Association in April of 1999. His service related to parking and transportation is with West Virginia University as a Police Sergeant. He is a member of the University Parking Services. Besides keeping excellent records for the organization, he brings a full voice from West Virginia to our Association. He became a board in April of 2008. Before becoming an official Board Member, Richard was very active in joining us in Board meetings and making many helpful suggestions that made our workshops and other events very successful. When Richard joined the Board, our total number of Board members from West Virginia increased from one to two.
